Authorities in Xi'an, capital city of northwestern China's Shaanxi province, are tackling the problem of companies that fail to pay migrant workers with a new set of regulations.
Construction companies will be required to pay migrant workers at least once a month under the new rules.
Local economists cited the introduction of a system for monthly payments to migrant workers as a fundamental way to resolve the long-standing nationwide problem of overdue payment.
Construction units around China usually pay workers when the whole project is completed, which often results in transient workers going unpaid for long periods. If projects strike problems, workers found it hard to get their overdue pay.
Chinese Vice-Premier Zeng Peiyan has called on governments at all levels across the country to further regulate the construction market and ensure the recovery of overdue pay for migrant workers. The issue is especially urgent as the traditional Spring Festival, the most important traditional Chinese holiday, draws near.
