China organizes and implements rounding the moon project in 2004

On Jan. 7 spokesperson from the Commission of Science, Technology and Industry for National Defense (CSTIND) said at a press conference that in 2004 China is going to organize and implement a project - Orbiting the Moon which has for a long time attracted a lot of attention.

China Working Conference on Scientific and Technological Industry for National Defense 2004 is being held in Beijing. CSTIND held a press briefing about this conference on Jan. 7. The Spokesperson broke the news while briefing the press about the conference.

He said demonstration and approval work on key projects including Orbiting the Moon is being carried out according to the plan. At the conference it is specifically mentioned that to ensure the research and manufacture of the high-tech equipment and to organize the implementation of key projects including Orbiting the Moon is part of the major work this year.

According to the spokesperson, in 2003 China has achieved a great deal in scientific and technological industry for national defense, which is mainly expressed in the following 5 aspects: first of all, military industry economy has kept on a rapid growth. The total revenue in 2003 harvested from the scientific and technological industry for national defense grew by 18 percent. Secondly, a great breakthrough was made in the research and manufacture of the high-tech equipment and manned space flight while it saw a smooth progress scored in the research and production of some key models. And moreover it has sounded a breakthrough in a batch of key technologies of many types of equipment. Thirdly, military and civilian integration continued to push ahead with the development of civilian products witnessed a strong growth. Output value of civilian products from military industry increased by 25 percent in 2003. Fourthly reforms on military industry enterprises are pressing forward in an orderly way. Up till now, 39 military industry corporations have successfully got listed on the stock market. Fifthly, plans for fixed-assets investment and various scientific researches have been fulfilled. Technological level in national defense industry and its capacity for sustainable development has been raised considerably.

He said all these achievements would create a favorable environment for organizing the implementation of Orbiting the Moon Project and the sustainable development of scientific and technological industry for national defense.

China put forward the "Chang'e Project" earlier last year. It falls into three stages: orbiting, descending the moon and retrieving from the moon. The orbiting project is the first stage of the whole "Chang'e Project".

China will "reshape military industry"

At the new stage of a new century China will "reshape military industry", said a spokesperson from the Commission of Science Technology and Industry for National Defense (CSTIND) on Jan. 7 at a press conference. It will strive to push ahead a continued, speedy, harmonized and healthy development of scientific and technological industry for national defense by forming a new system.

He said the new system of scientific and technological industry for national defense has its specific objectives. These include: the ability adaptable to equipment construction and development of market economy; high-technology, high efficiency and high returns; strong market competitive power, independent innovation capability and the ability to switch over at peace time.

In order to realize the goal of reshaping the military industry and establishing a new system of scientific and technological industry for national defense, reforms will be carried out earnestly and steadfastly said the spokesperson. The opening-up is going to be furthered while laying a solid foundation for the development of the industry, technology and personnel for national defense. In this way, it is to enhance its overall quality and competence for self-development thereby better meeting the needs for national defense construction and national economic development.
