People's Daily editorial calls for new progress in 2004

The People's Daily carries an editorial Thursday, Jan. 1, to mark the arrival of the year of 2004.

The year of 2003 was an important and unusual one for China, during which the country made achievements beyond expectations as it faced complicated international situations, the severe acute respiratory syndrome (SARS) outbreak and frequent natural disasters, the editorial says.

The ruling Communist Party of China (CPC) and people from all ethnic groups, under the firm leadership of the CPC Central Committee with Hu Jintao as general secretary, have made new successes in the reform and opening-up cause and China's modernization drive under the guidance of the Deng Xiaoping Theoryand the important thought of Three Represents, says the editorial.

The year of 2004 is a key year for fulfilling the goals of China's Tenth Five-Year Plan that runs from 2001 to 2005, and for implementing the policies set at the 16th National Congress of CPCand the Third Plenary Meeting of the 16th Central Committee of CPC,and for deepening reforms and promoting development.

In the new year, the most imperative task of the CPC is to further rejuvenate the country. The country should put priority onhuman needs while promoting comprehensive, coordinated and sustainable development, the editorial says.

The country should continue to focus on economic construction, and promote harmonious development between socialist material, political and ethical progress. While stressing economic development, the country should push forward both overall social progress and comprehensive human progress, and realize harmonious coexistence between human beings and nature while developing and making use of natural resources properly, according to the editorial.

The editorial says in the new year, China will develop advancedculture, vigorously push socialist political and ethical construction and enhance a democratic, unified and stable political situation.

In the new year, China will further realize and safeguard the fundamental interests of the people, the editorial says.

The country should implement the strategy of invigorating Chinathrough science, technology and education and building up nationalstrength with skilled people.

The editorial says people of all ethnic groups have strived in 2003 to make a good beginning in building an affluent society and the country will continue to make new progress in the path to realize the goal.
