China to reform management of talents
China will reform its management of skilled and professional people by forming a new assessment system and a market-oriented employment mechanism, according to a joint decision of the Central Committee of the Communist Party of China (CPC) and the State Council.

Professionals will be judged in line with their abilities and achievements, instead of the existing system which focuses on education and career experience, says the decision, which calls for further improvements to the management of talented people.
The assessment should be based on achievements as well as moral bearing, knowledge and abilities, it stresses. All the existing methods of evaluating professionals should be modernized and the assessment should be approved by colleagues, so as to make it more rational and democratic, according to the decision.
However, it adds, the assessment of enterprises' managerial personnel has to be approved by the market and the investors. Managers should be assessed in accordance with the financial results of the enterprise, while bringing non-financial factors into consideration, it says.
The decision calls for a personnel system to select talented people in an open, equal and competitive way in order to find improve staff levels. An "expressway" should be opened for young talent, it stresses.
People should find their position through competition, the decision says.
Meanwhile, it calls for establishing and improving the labor market for talented people, helping them to change their jobs in a more rational manner. Employers and employees should be more independent in the labor market in accordance with market law, it says.
It urged local governments to further abolish all restrictions on the movement of skilled people and establish new systems on the management of professionals. It calls for protecting commercial and state secrets when allowing talented people to change jobs, while protecting the rights of employers and employees.
Effective mechanism should be set up to encourage and protect talented people to enable them to do a better and creative job. Under a new distribution system, these people should be paid according to their contributions, with regards to efficiency and fairness.
It calls for improving the country's public service system, pay public servants in accordance with their positions, abilities, achievements and annual assessments. The gap between different positions could be enlarged to encourage better performance and hope for promotion. Special subsidies will be paid to those with special abilities.
As China's state-owned companies are adopting a modern corporate system, they should each decide their own staff payment levels in accordance with market law, the decision says.
It calls for regularizing the recognition of talented people. A national award system should be set up to honor those who have made special contributions to the state, it adds.
Further, it calls for improvements to the security system for skills. While further improving the social security system, special means should be adopted to protect the welfare of talented people, by setting up a state insurance system for these people.
The Chinese government is considering the possibility of employing senior overseas personnel as public servants, says the decision.
The decision on strengthening the country's skills training and employment says a long-term or permanent residence system should be designed for senior overseas personnel.
China will continue to support study abroad and encourage overseas students to come back and serve the country, it says adding that highly-skilled personnel are badly needed.
A national data bank, including all overseas students' information, should be established, and more funds should be used to assist returned personnel to work in China, it says.
The government is to map out plans to attract overseas personnel, and set up systems for evaluating senior personnel, it says, putting special focus on the fields of high technology, finance, law, trade and administration.
China should speed up legislation on investment and technology immigration laws, improve international personnel markets, regulate agencies for introducing overseas personnel and protect the legal interests of overseas personnel and their employers, it says.

China has outlined basic requirements for implementing its strategy to build a strong nation through the development and training of qualified personnel.
"It is a major and pressing task for the Communist Party of China (CPC) and the State to implement the strategy of revitalizing the nation through human resources development," said the joint decision.
The basic task for human resources work in the new phase of the century is also to implement the strategy to turn the populous nation into one with qualified personnel, said the decision.
The decision outlined the basic requirements for implementing the strategy as follows:
-- The important thought of "Three Represents" should serve as a guideline for human resources work. The thought states that the CPC must always represent "the development trend of China's advanced productive forces, the orientation of China's advanced culture and the fundamental interests of the overwhelming majorityof the Chinese people".
Firm efforts must be made to carry out the principle of respecting labor, knowledge, talented personnel and creativity.
-- Development should be the starting point for human resources work. Development is the top priority of CPC as a ruling party. Human resources work should target development, and the effectiveness of the work can only be judged by whether it boosts development.
-- A scientific concept of human resources development should be established. Good moral character, abundant knowledge, strong capability and work merits should serve as the major criteria in judging a skilled person, regardless of their educational background or professional titles.
-- Enhancing the capacity building of human resources development. More funds should be spent on human resources development, and priority should be given to the development of science and education to turn the nation's population pressure into human resources advantages.
-- The building of a force of skilled people, with talented personnel in the Party and government, people good at enterprise management and professional technicians for the most part. More effort must be made to train a large number of highly skilled people to push the overall human resources development.
-- Restructuring the force of skilled people. The restructuring should be carried out in line with the requirements of co-ordinated development between the rural and urban areas, among different regions, between economic and social sectors, between human society and nature as well as between domestic development and opening-up.
-- Create an efficient work mechanism and good environment for human resources development. Human resources development must be carried out in line with market demand and strong efforts must be made to create a social environment conducive to the development of skilled people.
The decision called for fully tapping human resources potential both at home and abroad and doing a good job in training, attracting and using talented people to provide strong intellectual support for the country's modernization drive.
