The central authorities of China have urged local governments at various levels to make adequate preparations for the upcoming New Year and Spring Festival period.

A circular issued jointly by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council asked party committees and governments at various levels to take concrete measures to ensure a happy and peaceful festival period.

Leading officials and relevant departments should help solve difficulties in people's lives and work, especially for the unemployed, said the circular.

The circular called for special care for poor rural areas and people hit by disasters. It urged government departments to protect the legal rights of migrant workers and help them obtain overdue wage payments.

Meantime, efforts should be made to ensure market supply and food safety during the festival, said the circular.

In order to ensure social stability and safety, it is necessary to strengthen public security work and tighten supervision over work safety in mining, chemical industries, power and water supply, according to the circular. 241 ducks, 476 chickens and 38 dogs were found and buried.
