The corruption situation in HongKong remains steady, according to chairmen of the four committees which monitor the work of the ICAC.
In the past 11 months, the Hong Kong Independent Commission Against Corruption (ICAC) received a total of 4,001 corruption reports, representing a slight decrease of 2 percent.
During the same period, the commission prosecuted 384 persons and 302 of them were convicted. The conviction rate in terms of cases remained high at 85 percent.
Chairmen of the four advisory committees which monitor various aspects of the work of the ICAC gave an overall review of their work in 2003 at a press briefing on Tuesday.
The briefing was held jointly by Raymond Ch'ien Kuo-fung, chairman of the Advisory Committee on Corruption; Andrew Chuang Siu-leung, chairman of the Operations Review Committee; Barry Cheung Chun-yuen, chairman of the Corruption Prevention Advisory Committee and Cheng Kai-ming, chairman of Citizens Advisory Committee on Community Relations.
Raymond Ch'ien Kuo-fung said that the ICAC has been commended for taking a comprehensive approach toward corruption and to look ahead, it should take a more active role in sharing its experiencewith other countries and continue its efforts to sharpen Hong Kong's edge as a clean and competitive international city.
Barry Cheung Chun-yuen said that the ICAC carried out a lot of activities to plug corruption loopholes on areas such as management of public funding schemes, direct purchase and construction industry.
For the corruption preventive work, Cheng Kai-ming said that the ICAC made a lot of efforts on enhancing ethical practices among professionals and organizing the trade-wide integrity program for tourism and related industries.
The ICAC has won international recognition for implementing a comprehensive and sophisticated anti-corruption policy. This year,"Transparency International" again rated Hong Kong as the second least corrupt place in Asia.
