Mainland grants zero-tariff for HK-made products

A senior Chinese customs official said here Tuesday that 273 types of products made in Hong Kong will be free of tariffs when entering the Chinese mainland market beginning Jan. 1, 2004.

A senior Chinese customs official said here Tuesday that 273 types of products made in Hong Kong will be free of tariffs when entering the Chinese mainland market beginning Jan. 1, 2004.

The move was part of the contents of the Closer Economic Partnership Arrangement (CEPA) signed between the Chinese mainland and Hong Kong this year, said Deputy Director Liu Wenjie of the Chinese General Administration of Customs.

China imported 4.7 billion US dollars of such goods in 2002, and according to CEPA, a total of 600 million yuan (72.55 million US dollars) of import duties will be relieved, Liu said.

Liu did not specify which products were covered.

Those Hong Kong-made items are mostly processed with imported materials, hindering the pre-definition of place of origin, which is the pre-condition of free tariff.

Only those products whose value was added by over 30 percent over that of the raw material after processing will be qualified to apply for the zero-tariff treatment, Liu said.
