People's Daily editorial calls for sustainable development

The People's Daily carries an editorial Sunday, calling for nationwide efforts to promote the sustained, rapid, well-coordinated and healthy development of the national economy.

The People's Daily carries an editorial Sunday, calling for nationwide efforts to promote the sustained, rapid, well-coordinated and healthy development of the national economy.

The editorial hails the conclusion of the three-day Central Economic Work Conference, saying that the conference has made a profound analysis of the current international and domestic situations, summed up the experience of this year's economic work, and proposed the general requirements and main tasks for next year's economic work.

"This is of important significance for the efforts to reach a common understanding with the whole Party and mobilize people of the whole country to do a good job in next year's economic work, and further push ahead the reform, opening and socialist modernization drive," it says.

The editorial recalls that this year is the first year for the implementation of the strategic goal of realizing a relatively affluent society in an all-round way. It is also a year when the whole Party and Chinese people have withstood grave tests and overcome various difficulties to gain remarkable achievements.

Despite an ever-changing, complicated international situation, the outbreak of severe acute respiratory syndrome (SARS) and the occurrence of numerous natural disasters at home, all difficulties greater than expected, China achieved better economic results than forecast, with rapid economic growth, relatively well coordinated economic performance, larger financial revenue, continued increase in the income of urban and rural residents, progress in industrial restructuring, strong increase in investment and export, marked rebound of domestic demand, and steady advance in economic restructuring, it says.

The editorial stresses that the success of China's first manned space flight marks the further strengthening of the country's comprehensive national strength and capabilities in the development of science and technology.

The editorial calls for taking note of some prominent contradictions and problems, including the difficulties encountered by farmers in trying to increase their income, enormous pressure on employment, reckless investment in some industries and areas, the growing tendency in construction of redundant projects at a low level, excessively rapid growth in the amount of credit loans, and the increasingly obvious restraint of resources upon economic growth.

Although the problems are only seen in some localities or about to be encountered, "we must not lower our guard," and must be mentally prepared for meeting new challenges and map out comprehensive plans to deal with various complicated situations."

The editorial calls for accomplishing all the set tasks by keeping a stable policy, making proper readjustments, deepening reforms, opening wider to the outside world, resolving contradictions in light of the general situation, and promoting development in a well coordinated manner.

While insisting on the principle of increasing domestic demand, the proactive financial policy and prudent monetary policy should be continued, it says.

It calls for consolidating and strengthening the fundamental role of agriculture in the national economy, developing hi-tech industries, accelerating the transformation of traditional industries, and increasing the competitiveness of the manufacturing sector in an all-around way.

Efforts should be made to further promote the development of the western region of the country and rejuvenate the old industrial bases in the northeast for coordinated economic growth in various regions, it says.

The editorial also calls for pushing forward the economic restructuring in a step-by-step way and with certain focal points, so as to further eliminate systematic blockages that have restrained the growth of productivity.

It urges Party committees and governments at all levels to work creatively, and with a sense of responsibility and mission. Officials should go deep into the grassroots and the masses to find out the real situation, do concrete work, seek substantial results, and help people to resolve the difficulties and problems they meet in their production and life.

The editorial also urges governments at all levels to further shift their functions, and improve their methods of regulation and supervision, in a view to serve the market and create a sound environment for the economic development. The government must also improve its work and exercise power according law, it stresses.
