A higher turnout of voting can help promote political development in Hong Kong, Secretary for Constitutional Affairs Stephen Lam told reporters not long after the 2003 District Council elections began on Sunday.

At 8:20 a.m., Lam cast his vote together with his wife in their living district. He told reporters that it's important for voters to demonstrate in action their civil rights.

"I expect a higher voting rate this year," said Lam, adding that the higher the voting rate, the broader representation the District Council members will have.

A young couple cast their votes at 8:30 a.m. They said they know quite well the current District Council member, who is also the candidate of the 2003 election.

"It's very important for us to vote, because his work is very important for us," the husband told Xinhua.

The 2003 District Council elections began at 7:30 am today. About 2.4 million registered voters are expected to cast their votes in 423 polling stations.

The voting will be finished at 10:30 p.m.
