China's energy development policies will give priority to energy conservation and environmental protection in the next 20 years, according to Liu Shijin, an official from the Development Research Center of the State Council.

Speaking Saturday at the pre-session of the China Development Forum's special session on China's Energy Strategy and Reform, Liusaid it was estimated that in the year 2020, China would need 2.8 billion tons of coal and 600 million tons of crude oil, two and a half times more than in 2000.

At that time, China would import about 250 million tons of petroleum, which would mean 70 percent of China's petroleum would be dependent on foreign supply. Meanwhile, carbon emissions would reach 1.94 billion tons, and China was likely to take the United States' leading place as the nation with the emission of the most greenhouse gases like carbon dioxide.

To deal with the crisis, Liu said the Chinese government could use the country's great potential for energy conservation. At present, China's energy utilization efficiency is only 33.4 percent, some 10 percent lower than the advanced international level, and the unit energy consumption of major products of China's main industries is much higher than the international level.

"The government will make policies to boost energy conservation, especially in the transportation, architecture and industry fields," Liu said.

Liu also acknowledged that environmental protection should be given adequate attention while doing the work of energy conservation. China should work out and enact more policies, laws and rules to advocate utilization of cleaner energies like solar energy.

The two-day forum will officially open on Sunday, with the participation of more than 100 energy-related experts, officials and entrepreneurs from both home and abroad. They are expected to discuss and research China's energy issues such as energy efficiency, energy and environment and new energy forms at the forum.
