Official urges intellectual property protection in R&D

A senior official Monday called on Chinese scientists to pay more attention to intellectual property rights while conducting scientific research and technological development.

A senior official Monday called on Chinese scientists to pay more attention to intellectual property rights while conducting scientific research and technological development.

Although China has built an effective legal system protecting intellectual property rights, which is largely in line with international practice, research organs still lack the capability to protect their innovations, Vice Minister of Science and Technology Li Xueyong said at a national meeting.

Chinese researchers traditionally ignored patent applications in research and development because technological development in the past decades was mainly in accordance with national plans rather than for economic returns.

A report from the ministry points to major problems in this field such as incompetent retrieval and analysis of existing patents, patent disputes between different participants in joint key research projects, and a lack of indigenous innovations.

The government has issued laws and regulations to promote scientific and technological innovation, and the ministry has decided that obtaining patents should be one priority for key national research projects.

Li said at the meeting on legal advances in science and technology and intellectual property protection that he hoped research institutes would set up goals in patent acquisition before starting their research.
