No laid-off workers in seven Chinese provinces and cities
The Ministry of Labor and Social Security announced on October 28 that there are no laid-off workers in seven provinces and cities in China and re-employment services have all closed in these localities.
The Ministry of Labor and Social Security announced on October 28 that there are no laid-off workers in seven provinces and cities in China and re-employment services have all closed in these localities. The seven are Beijing, Tianjin, Liaoning, Shanghai, Zhejiang, Fujian and Guangdong.
In line with the arrangements and requirements set by the CPC Central Committee and the State Council in regard to re-employment, the Ministry of Labor and Social Security has timely worked out and published three methods of operation, which involve specifically the arrangements of funds and work for the re-employment of workers who were laid off from State-owned enterprises (SOEs) and were out of the re-employment center, define clearly the time limit and relaxed conditions for the enjoyment of the supporting polices and extend the tax-reduction and exemption policies to some small processing enterprises; and relax the taxation policy.
By the end of September this year, the number of workers laid off from SOEs had totaled 3.1 million, down by 1 million from the end of 2002. The number of laid-off workers drops by 100,000 per month this year on average. Re-employment services nationwide received 2.14 million laid-off workers, 2.13 million of whom signed agreements with the services and received basic living expenses on time and in full and had their social insurance premium paid.
