Top legislator demands to strengthen law enforcement

Wu Bangguo, chairman of the Standing Committee of China's National People's Congress (NPC), said Tuesday both the law enforcement and the legislation should be strengthened, at the newly-closed Fifth Meeting of the NPC Standing Committee.

Wu Bangguo, chairman of the Standing Committee of China's National People's Congress (NPC), said Tuesday both the law enforcement and the legislation should be strengthened, at the newly-closed Fifth Meeting of the NPC Standing Committee.

The top legislator demanded to improve the level of lawmaking and supervision by summing up experiences and consolidating the thoughts and activities into the spirits given by the third plenary session of the 16th Central Committee of Communist Party of China (CPC).

It is a historic decision made by the Party to improve the social market economy, an economy under the rule of law to some extent, Wu said, adding that legal systems with China's characteristics of socialism should be established.

And there must be laws to go by, the laws must be observed, law enforcement must be strict, and all law-breakers must be prosecuted, he said.

The relations between quantity and quality, rights and obligations, and between the stability and flexibility of the laws should be handled properly, according to the top legislator.

Wu said redoubled efforts should be made to enhance the law enforcement and educate the whole society in laws and build up among the broad masses the awareness of laws and the concept of the rule of law.
