In the speech, the premier stressed his dedication to move ahead with structural reforms amid signs of a burgeoning economic recovery, notably pledging to end the bad-loan problem in fiscal 2004 and privatize postal services in 2007.
Koizumi is set to dissolve the House of Representatives on Oct.10 and call a general election on Nov. 9.
"Pressing forward with the structural reforms will certainly lead to sustainable economic growth led by the private sector," Koizumi said.
Koizumi reiterated that postal privatization is key to his reform drive. "I will realize privatization of postal services in 2007," he said.
He also called for more efforts to push a bill aimed at extending a special counterterrorism law, which expires Nov. 1.
The parliament session came after Koizumi was re-elected as theruling Liberal Democratic Party president last week easily defeating three challengers.
