Kasyanov: Russian-China strategic cooperative partnership has huge potential
Mikhail M. Kasyanov, prime minister of the Russian government, who is going to visit China, indicated recently that Russia-China strategic cooperative partnership has great potential, the friendly cooperation between the two countries in the political, economic and trade fields will gain further development.
According to a report by People's Daily correspondent Lu Yansong from Russian Federation, Mikhail M. Kasyanov, prime minister of the Russian government, who is going to visit China, indicated recently when he accepted a joint interview in written form by Chinese correspondents stationed in Russia, that Russia-China strategic cooperative partnership has great potential, the friendly cooperation between the two countries in the political, economic and trade fields will gain further development.
Kasyanov will pay an official visit to China from September 22 to 25, during which besides participating in the eighth regular meeting of the Prime Ministers of the two governments, he will attend the second meeting of prime ministers of member countries of the Shanghai Cooperation Organization (SCO).
The Russian Prime Minister pointed out that over the past decade, Russian and Chinese government leaders have held regular meetings each year to sum up achievements made by the two countries in concrete economic cooperation in the previous period, exchange opinions on questions to the interest of both sides and formulate measures for deepening and improving mutually beneficial cooperation. The achievements of the visit will be reflected in the joint communique, which will include both the consensus reached by the two countries on cooperation in the economic, trade and human fields and the views expressed by the two countries on some major international issues. Kasyanov said that what is particular in the meeting lies in: This will be his first contact with the new Chinese government leaders in the form of regular meeting between the Russian and Chinese government Prime Ministers. He is expecting to conduct fruitful talks with Chinese Premier Wen Jiabao on questions of cooperation to the interest of both sides. He expressed his belief that the present meeting will further deepen mutual trust between leaders of the two governments.
Speaking about the upcoming second meeting of the prime ministers of SCO member states, Kasyanov noted that this would be the first meeting held among prime ministers of member states after the "SCO Charter" became effective, and it is an indicative event happened in the process of the SCO development. The primary task of the meeting is to carry out the resolutions of the SCO Moscow Summit and to add new impetus for expanding economic cooperation among the six member countries. He suggested that the member states should make common efforts to perfect SCO train of mechanism and promote an all-round development of the regional economy.
The Russian leader pointed out that Russian-China relations are undergoing healthy development and have huge potential. He said the cooperation between the two countries has a solid foundation which is built on the basis of equality and mutual benefit and has given full consideration to the real interests of both sides. Coordinating bilateral interests and seeking a more highly efficient form of mutually beneficial cooperation will provide motivation for the development of Russia-China ties. He said that the trade volume of the two countries last year hit a record high of US$12 billion, but this did not reflect the actual potentials of these two great neighbors. The Russian side hopes to expand trade in machinery, high and new-tech and high added value products, and fully strengthen economic cooperation between the two countries. In the opinion of the Russian Prime Minister, Russia and China can realize strategic partnership not only in the political field, but also in economic and trade spheres.
Talking about the Russian domestic economic situation, Kasyanov indicated that presently Russia's economic operation is fine as shown by various social and economic indexes. In the first eight months of 2003, Russia's GDP went up 6.7 percent year on year and industrial production grew by 6.6 percent. In addition, foreign capital attracted by Russia since the beginning of this year increased 11.9 percent. To ensure a steady, balanced economic development, the Russian government will continue to pursue an economic policy for improving the investment environment and abolishing trade barriers and encourage investment enthusiasm through taxation, customs and industrial policies.
