Chinese Premier calls for improvement of rural education

Without the popularization of nine-year compulsory education in rural areas and ensuing elevation of rural living standards, it would be hard to build an all-round "Xiaokang" (moderately prosperous) society, he said.
The State Council had decided to increase the rate of expand compulsory education in the country's less-developed western areas to over 85 percent, and reduce youth illiteracy to below five percent, he said.
Ministerial and provincial departments should set up special funds and enhance supervision while the county-level governments should take major responsibilities to guarantee educational investment, he said.
The Chinese premier noted the substantial, effective measures should be taken to subsidize students with financial difficulties,stressing reform in rural school personnel systems.
He went on to say that the new educational fund should be mainly used in rural areas, requiring governments at all levels to guarantee educational funding after fee collection reforms.
The improvement of rural education was the most crucial task for governments at all levels, and exemplary rural teachers and their outstanding deeds should be praised and spread, the premier said.
