China Network Communications Group Corp, the country's No 2 fixed-line operator, said it set up two units to combine its southern and international businesses as part of a move to consolidate its shareholding structure.

The ultimate goal is to unify China Netcom's operations throughout the country by the end of 2006, the company said. China Netcom was formed during the breakup of China Telecommunications Corp. The latest grouping of the company's businesses may pave the way for China Netcom to sell shares overseas.
