Germany, France Reject US-proposed UN Resolution
German and French leaders said Thursday that their countries will not accept the current form of a UN Security Council resolution on Iraq proposed by Washington.

After meeting with French President Jacques Chirac in Dresden, German Chancellor Gerhard Schroeder said the US proposal is "not sufficient and dynamic".
Chirac said, "we are still very, very far from a resolution, which we can all support".
The resolution misses the most important goal, "namely the transfer of government power to Iraqis", the French president added.
Schroeder stressed that the two countries closely consult with each other on the issue of Iraq and will take "concerted action" as before the war.
According to reports reaching here, Washington has submitted to the UN Security Council a draft resolution in which the international community will play a larger role in Iraqi affairs, while the United States retains military control and dominates the reconstruction.
US rebuffs Franco-German objections
Secretary of State Colin Powell on Thursday rebuffed objections by French and German leaders to a new United Nations resolution on Iraq, insisting that the US draft has already met their concerns.
"I think the resolution is drafted in a way that deals with theconcerns that leaders such as President (Jacques) Chirac and Chancellor (Gerhard) Schroeder have raised in the past," Powell told reporters in a joint appearance with visiting Italian ForeignMinister Franco Frattini.
"If they have suggestions, we'd be more than happy to listen totheir suggestions," Powell added.
The US secretary made the remarks after both President Chirac and Chancellor Schroeder on Thursday rejected the US draft for notgoing far enough to transfer powers to Iraqis.
Powell said he had just gotten a first report of what PresidentChirac and Chancellor Schroeder said and would study their statements further.
"We are in the process of discussing a resolution with all of the Security Council members. And I'd be delighted to receive their constructive input and take it from there," the secretary said.
