China's top legislator, Wu Bangguo, met with South Korean President Roh Moo-hyun on Wednesday in Seoul for talks on bilateral trade and the situation on the Korean Peninsula.

Roh said the South Korea-China all-round partnership has won the support of the South Korean people. Under such circumstances, Wu's visit is of significance in the growth of bilateral friendship and cooperation.

Roh's July visit to China brought Sino-South Korean ties to a new phase, and the 10 cooperative areas that Chinese President Hu Jintao and Roh decided on during the visit enriched bilateral relations, said Wu, chairman of the National People's Congress Standing Committee.

With such a sound foundation and compatible economic structure, the two countries should make further efforts to develop the friendly ties, he added.

The past decade has shown that establishing diplomatic relations and developing bilateral ties between the two countries were in the interests of both sides. China's good-neighborly policy has won the trust and friendship of neighboring countries, Roh said.

South Korea has realized that China's development and prosperity meant a great opportunity for South Korea. Without the rapid growth of China's economy, South Korea's foreign trade might not have experienced such fast growth, he added.

Both the ruling and opposition parties in South Korea agree on developing friendly ties with China, he said. He was confident about the future of bilateral ties.

"China adopts an independent foreign policy of peace; adheres to the Five Principles of Peaceful Co-existence; advocates equality among all nations, big or small, and of mutual respect in the international community," Wu said.

China's economic development needs a peaceful international environment, and a good surrounding environment. And developing good-neighborly ties with neighboring countries is an important part of China's foreign policy, he said.

China was devoted to world peace and common prosperity and sought no hegemony. "China's development poses no threat to any country, no matter when," he stressed.

With economic globalization fast growing, China calls for a strengthening of equal and mutually beneficial economic cooperation between countries. Equality-based competition is no bad thing, for it is conducive to technological innovation, industrial restructuring and common development, Wu said.

Chinese and South Korean enterprises have a rich experience of cooperation. China believes such cooperation will advance with the efforts by both sides, he said.

The South Korean president spoke highly of China's important role in bringing about the six-party talks in Beijing. No matter how difficult it would be, the hard-earned talks should be continued, Roh said.

Wu said that the six-party talks were a step forward towards the peaceful solution to the nuclear issue on the Korean Peninsula, which was complicated and could not be resolved with just a few rounds of talks, he said.

Understanding, trust and eventually a peaceful resolution can only be achieved through continuous dialogue, which is in the interests of relevant parties, Wu said.

Wu is on an official goodwill visit to South Korea as guest of South Korean National Assembly Speaker, Park Kwan-yong.
