Putin Approves Duma Election on Dec. 7
Russian President Vladimir Putin signed a decree Tuesday, granting approval to hold the election of the State Duma, the lower house of the parliament, on Dec. 7.

The date was put one week earlier than the traditional second Sunday of December under the election law revised in June this year.
"I hope that the Central Electoral Commission will do its best to provide for lawfulness of the election campaign and a fair competition without any dirt, which usually happens during debates in pre-election months," Putin was quoted by Itar-Tass news agency as saying.
Voters should witness the clash of ideas, political outlooks and programs, instead of the clash of compromising materials, the president said.
The decree offered a go-ahead signal to the quadrennial election campaign, and political parties may register their candidates within one month beginning from Sept. 22.
After the Central Electoral Commission finishes examining the materials presented by the candidates, parties may launch their propaganda activities from Nov. 7 on.
Candidates winning over five percent of the ballots from voters will have chance to compose 225 seats of the Duma, which has a total of 450 seats. The rest half are filled by the winners of local district races.
