The Yomiuri Shimbun Daily said the Japanese government was considering offering more than 850,000 US dollars to the victims and the family of one man who died in the incident, as well as to the local medical team taking care of the victims.
A total of 43 people were taken to hospital after five barrels of mustard gas were unearthed at a construction site in the northeastern city of Qiqihaer early last month. One person died.
