Plan Put Forward by Ministry of Health for Prevention of SARS

The Ministry of Health has recently published the "Plan for the Medical Circles Nationwide to Prevent SARS for the Year of 2003 - 2004". The scheme for the prevention of atypical pneumonia consists of the following seven aspects: objective and principle, case diagnosis and epidemic situation report, prevention and control, medical rescue and treatment, pre-warning and emergency case to be handled, guaranteeing measures and emergency preparedness, and supervision and management checkup, etc.

The Ministry of Health has recently published the "Plan for the Medical Circles Nationwide to Prevent the Epidemic Severe Acute Respiratory Syndrome for the Year of 2003 - 2004". The scheme for the prevention of atypical pneumonia consists of the following seven aspects: objective and principle, case diagnosis and epidemic situation report, prevention and control, medical rescue and treatment, pre-warning and emergency case to be handled, guaranteeing measures and emergency preparedness, and supervision and management checkup, etc. Published at the same time is the "Program for Implementation of the Report of Monitoring Epidemic Situation for Medical Rescuing and Treatment of Atypical Pneumonia".

The program points out the preventive work will be strengthened among the most possible colony of the people in the areas where the epidemic is most possible to break out. The most possible colony of people include: people from such collective living areas as medical workers, workforces coming from rural areas, hospitals, schools, and kindergartens, and those working units as construction sites, while the most possible areas refer to Beijing, Tianjin, Shanghai and Guangzhou, the cities with many floating population and rural areas.

It is required to strengthen the health education in the countryside, to intensify the administration and disease monitoring and checkup over the comers from outside the areas (including the farmer workforces returning to their own countryside after working in other places, students, businessmen and other people from without) so as to make realized to find out early, report early and to be isolated early.

As regulated in the newly delivered plan for the prevention of atypical pneumonia the Ministry of Health must make a definite answer by national expert group to the case during 24 hours after it receives the first report on the clinical case of atypical pneumonia from provinces and regions. The health administration at provincial level must do the likewise by the provincial expert group within a time limit of 12 hours after receiving the first report on the clinical case of the said disease.

It is stipulated in the program that the event can be dealt with as something ordinary, serious and especially serious according to the degree, the scope and scale in the occurrence of the epidemic atypical pneumonia. The ordinary event refers to the case that the epidemic atypical pneumonia occurs. The serious event means the recurrence of the case or a situation of 2 or more cases in one prefecture or city while the especially serious event is spearheaded to the 2 or more occurrences in one province, and it sees the indication to spread out. The Ministry of Health will organize the expert group to make an assessment on the epidemic situation, to determine the pre-warning degree and administer a timely adjustment of the epidemic degree according to the control of the epidemic situation.
