Top Legislator: Basic Policy for HK Unchanged

China's top legislator Wu Bangguo Tuesday fully affirmed the five-year fruitful work of the Basic Law Committee of Hong Kong Special Administrative Region (HKSAR) under the National People's Congress (NPC) Standing Committee in its first term.

China's top legislator Wu Bangguo Tuesday fully affirmed the five-year fruitful work of the Basic Law Committee of Hong Kong Special Administrative Region (HKSAR) under the National People's Congress (NPC) Standing Committee in its first term.

In a meeting with all the committee members, Wu, chairman of NPC Standing Committee and member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, said the HKSAR Basic Law was drawn up to serve the policy of "one country, two systems" and the HKSAR on the basis of China's constitution.

The explanatory and amendment rights of the HKSAR Basic Law belong to the NPC, which will listen to the advice of the Basic Law Committee before any explanatory or amendment work, in accordance with Chinese law.

The NPC Standing Committee shoulders the important responsibility of supervising the Basic Law's implementation as well as of explaining the law, which safeguards Hong Kong's long-term prosperity and stability, Wu said.

The Basic Law Committee, as a special working branch under the NPC Standing Committee, is important for the implementation of the Basic Law, he said, expressing the hope of even better work from the committee in its second term.

The HKSAR Basic Law Committee in its second term is composed of six mainland members and six Hong Kong members.

The central government will stick to principles of "one country, two systems," "Hong Kong people governing Hong Kong" and a high degree of autonomy for the HKSAR, Wu said.

The top legislator said the central government will continue to give full support to the Hong Kong regional government headed by Chief Executive Tung Chee-hwa, to manage Hong Kong affairs according to the law, firmly safeguard the territory's social stability and try its best to help Hong Kong revive its economy and realize long-term prosperity and development.
