Promotion through Competition, a Major Way for Party & Government Officials

According to information from China's Ministry of Personnel, more and more party and government institutions have taken competition as the main form for the promotion of cadres since 1998. In 2002 about 180,000 government officials had been promoted and assumed their posts via competition, making up 59.8 percent of the total cadres promoted that year. As learned, around 353,000 government officials have been promoted through competition since 1999.

According to information from China's Ministry of Personnel, more and more party and government institutions have taken competition as the main form for the promotion of cadres since 1998. In 2002 about 180,000 government officials had been promoted and assumed their posts via competition, making up 59.8 percent of the total cadres promoted that year. As learned, around 353,000 government officials have been promoted through competition since 1999.

Government institutions that have adopted the mechanism of assuming a post through competition have extended from those at regional or city level upwards to the central government departments or downwards to sub-district offices of townships and streets and lanes. So far 32 departments under the State Council have employed the manner in promoting directors or director-generals through competition. And 239 director-generals in over 20 government departments or ministries have been picked out. Provinces such as Heilongjiang, Guangdong and Inner Mongolia also carried out the mechanism of picking out director-generals through competition.

Related official of the Ministry of Personnel revealed that, considering the facts that the system of assuming a post through competition is far from perfect, some central departments haven't so far adopted this system, and also related development between provinces, autonomous regions and municipalities is rather uneven. The Organization Department of the CPCCC and its ministry are currently drafting Regulations on Assuming a Post through Competition in Party & Government Departments, in a bid to make the system work as a regular practice in personnel work.
