Tung Chee Hwa expressed heartily welcome to the new commissioner, saying the SAR government, all communities of Hong Kong and he himself will support and assist as in the past the work of the commissioner office, and jointly implement the "one country, two systems" policy and the Basic Law.

Yang arrived in Hong Kong on Sunday to take his post, succeeding Ji Peiding. Before coming here, Yang served as ambassador to Singapore between 1993 and 1995 and was appointed vice minister of foreign affairs in 1998.

Yang said that to carry out "one country, two systems" principle is the basic policy of the Central Government in handling Hong Kong's affairs. It is the basic principle for the commissioner office to deal with all the affairs under the Basic Law, and adhere to the policies of "Hong Kong people administeringHong Kong" and "high degree of Hong Kong self-rule," which will maintain unchanged for 50 years.

Yang Wenchang said that in the framework of "one country, two systems" policy, the Central Government has always been caring about Hong Kong's prosperity and stability. In the meantime, it has been concerning about foreign affairs relating to Hong Kong, requiring the Foreign Ministry and its subordinate commissioner office in Hong Kong to handle them unwaveringly according to the "one country, two systems" policy and the relevant regulations under the Basic Law.

Over the past six more years since Hong Kong returned to the motherland, the commissioner office has made great efforts to maintain Hong Kong's prosperity and stability. It has carried out conscientiously its function under the Basic Law to safeguard the sovereignty of the country, supported the Hong Kong government's effort to expand international cooperation, upgraded Hong Kong's special status in the world arena, and protected the right of HongKong compatriots abroad.

Yang told Tung that the commissioner office will in the future strengthen its contact and cooperation with the SAR government, jointly handle the foreign affairs concerning Hong Kong, and make new contribution to Hong Kong's stability and prosperity in the long run.
