China Frees up Residency Rules to Allow Greater Mobility
The people of China will have greater freedom to choose where they live under new rules of residency registration announced by the Ministry of Public Security on Thursday.

The seven new measures are expected to encourage college and university graduates to live and work in under-developed western China, as they will have the choice of registering their residence either in the region where they work or back to their original domicile.
China is among the few countries that practices residency registration, which requires people to transfer their registered residence whenever they change their permanent residence.
The new measures abolish the requirement for investors, entrepreneurs and skilled workers in western regions to re-register their residence.
Those who have already re-registered may return their registration to their original home if they return to work or live.
Professional workers who have registered in large or medium-sized cities but work in comparatively small towns may keep their registered residence.
The permanent residence of newborn babies can be registered in the place of either the father or mother in accordance with the decision of their parents.
Those who leave the country for more than a year, with the exception of those having permanent residence abroad, no longer have to cancel their registered residence.
The new measures also scrap the requirement to cancel the registered residence of convicted criminals who are imprisoned or sentenced to labor education and rehabilitation.
