A three-week-long training for China's 60 director-generals from central and local governments was kicked off at Tsinghua University on Monday. Later, they will be sent to Harvard University for a study of seven weeks as students of the second session for "Advanced Training Course of Public Administration".

Formally launched in 2002, "Advanced Training Course of Public Administration" is a program of Sino-US cooperation for training China's high-ranking civil servants. The course is jointly sponsored by the Development Research Center under the State Council, School of Public Policy & Management at Tsinghua University and John F. Kennedy School of Government at Harvard University. Having its first intake successfully completed from May 2002 to September 2002, the program will last for five years and train 60 senior Chinese civil servants every year, whose main body is composed of governmental director-generals at all levels.

Faced with the economic globalization and opportunities and challenges brought about by China's WTO accession, to enhance the government's public administration level has been a key link so as to take the initiative in the increasingly intense international competition. It is also China's strategic task to have a number of government officials who are endowed with modern government management knowledge, advanced public administration concepts and excellent management level.

As a related trainee put it, "As a matter of fact, through the training we have broadened our vision, improved the strategic thinking and raised the capability of problem analysis and solution. Besides, the training is of great benefit to a people's civil servant as to how he can serve well, understand and complete the historic task of building a well-off society in an all-around way."
