China's First Detachment of Air Police to Be on Duty as from Oct. 1st

The detachment of air police will be managed by Civil Aviation Administration of China (CAAC) and airlines companies together, whose major responsibility is to guard against and prevent the illegal activities from disturbing flight safety, maintain the order in the cabin, protect passengers' lives and property and the flight safety.

The detachment of air police will be managed by Civil Aviation Administration of China (CAAC) and airlines companies together, whose major responsibility is to guard against and prevent the illegal activities from disturbing flight safety, maintain the order in the cabin, protect passengers' lives and property and the flight safety.

According the plan of CAAC, the forming of the air police constitutes of two steps. At first, 1,200 of the guards for flight safety will be all employed, and the other 800 policemen will be recruited from various places to form a contingent, numbering a total of 2,000 air policemen.

As introduced by the leader of Security Dep. of Southwest Branch under Air China Airlines Company, the air police will include three branches to be stationed respectively at Air China, Eastern Airlines Corporation and China Southern Airlines Company and seven teams directly under local airlines companies. Air China will recruit 399 air cops. The air safety guards taking part in the selection must be under 35 years of age. These people will accept four successive serious examinations, that is, the written test of "administrative abilities for a civil servant" (assigned by Ministry of Personnel), the written test of "basic knowledge of public securities" (assigned by Ministry of Public Security), physical test and the examinations of political behavior.

Two Kinds of Uniforms for the Air Police

Will the air police on the duty be camouflaged among common passengers in a way as do the safety guards now? Although there is no measure specified now, we can expect that the air police on duty will be clad in uniform of a police or in flight suit. They will choose the proper uniform according to concrete conditions or specific duties. No matter which uniform they wear, they will show their papers in accordance with the law when performing missions.

Armed with Specially-made Guns

Because of the great difference between the conditions on the ground and in the air, the air cops will use the guns and bullets specially made with no explosion or some high-tech weapons. The air cops cannot use the ordinary arms, as do their colleagues on the ground due to the specific conditions at an altitude flight. However, the "guns used in the air" made for special purposes can help the cops subdue the criminals.

Same Treatment as Civil Servant

The police detachment will be dually managed by the Police Station under CAAC and airlines companies. The Police Station emphasizes particularly on the systems and standards, detachment building, training, qualifications and finance while the airlines companies focus on daily management. As known to all, the air police is regarded as civil servants, so the salary will include two parts: the basic wage and wage at post (paid by national finance and managed by the Police Station), while the duty subsidy (provided by airlines companies). As they enjoy dual identities of a civil servant and an aircrew, their treatment also will constitute of the allowance for police rank provided by national finance and duty-subsidy on aboard of a flight paid by the airlines companies.
