Sri Lankan Tamil Rebel Leader to Discuss Gov't Proposals with Chief Negotiator

Sri Lanka's separatist Tamil Tigerrebel political wing leader Thamilselvan will discuss the government's proposals on an interim administration in the war-torn north and east with the rebel chief negotiator Anton Balasingham in Berlin, Germany, in August, the official Sunday Observer said.

Sri Lanka's separatist Tamil Tigerrebel political wing leader Thamilselvan will discuss the government's proposals on an interim administration in the war-torn north and east with the rebel chief negotiator Anton Balasingham in Berlin, Germany, in August, the official Sunday Observer said.

A team of legal and political experts of the Liberation Tigers of Tamil Eelam (LTTE) led by Balasingham is expected to participate in the discussion with Thamilselvan.

The LTTE rebels are likely to come out with their own suggestions to be included in the government proposals after an elaborate discussion in Berlin in the second week of August.

The LTTE's overall response to the government proposals is expected to be revealed to the government through the Norwegian facilitators in mid August.

Berlin was selected as the venue for the discussion by the LTTE owing to the poor health condition of Balasingham, who had a kidney transplant operation several years ago.

The government handed over its proposals on a provincial administrative structure in the north and east last week through Norwegian former ambassador to Sri Lanka Jon Westborg, who is now playing his role as Norwegian special envoy.

The LTTE wants the setting up of an interim council with politico-administrative powers if they are to come back to the Norwegian-brokered peace process, which is aimed at ending the country's long running ethnic conflict that has claimed over 64,000 lives since 1983.

The rebels pulled out of the peace talks in April, accusing thegovernment of doing little to implement the decisions reached at previous six rounds of direct talks.

Peace Talks between the two sides began in September after theyentered the ongoing ceasefire agreement in February 2002.
