At the important time when a new upsurge is set off in the whole Party to study and implement the "three represents" important thought, we welcome in the 82nd birthday of the Communist Party of China.

In this important commemorative day (July 1), Hu Jintao, general secretary of the CPC Central Committee, delivered an important speech at the symposium on the "three represents" important theory. Standing on the high plane of the general situation and strategy, the speech incisively expounds the important significance and basic requirement of starting a new upsurge in studying and carrying out the "three represents" important thought, further explains the scientific system of the "three represents" important thought which comes down in the same line with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory and keeps pace with the times, makes it clear that the "three represents" important thought is the fundamental guideline for the whole Party and the entire nation to carry forward the cause pioneered by our predecessors and forge ahead into the future, keep pace with the times and realize our magnificent goal of building a well-off society in an all-round way, the speech points out that we must take the fundamental interests of the broad masses of people as the basic starting-point and the end-result in studying and implementing the "three represents" important thought, and that we must adhere to a Marxist attitude in studying and applying the "three represents" theory. The speech is of high theoretical, ideological and guidance significance. We must study and comprehend it earnestly and carry it out resolutely.

The "three represents" thought reflects the common wishes of the broadest section of the Chinese people, embodies the spirit of the times of today's world and China's development and demonstrates the powerful force of the scientific theory of Marxism, it is the common ideological foundation on which the whole Party and the entire nation continue to carry on united struggle in the new era and at the new stage. To realize the magnificent goal of building a well-off society in an all-round manner, we must continuously deepen the study and implementation of the "three represents" important thought. This is the important immediate and far-reaching historical significance of the CPC Central Committee's call for starting a new upsurge in the whole Party for the study and implementation of the said important thought.

From the very day of its birth, our Party has established Marxism as its own guiding thought and has, over a long course of struggle, persisted in integrating the basic theory of Marxism with the specific reality of China, thus generating three major theoretical results of Mao Zedong Thought, Deng Xiaoping Theory and the "three represents" important thought. The formation of this important thought shows that our Party's understanding of the law governing the ruling of the Communist Party, the law of socialist construction and the law of the development of human society has reached a new theoretical height and has opened up a new realm for the development of Marxism. In studying and implementing the "three represents" important thought, we should comprehensively grasp both the characteristic of its same strain with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory and its feature of constantly keeping pace with the times on the basis of carrying forward the cause pioneered by our predecessors. Under the new historical conditions, upholding the "three represents" important thought means authentically upholding Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory; raising high the banner of the "three represents" important thought means genuinely holding aloft the banners of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory.

The new epoch calls for new theory, while new theory gives guidance to new practice. The "three represents" important thought is the Chinese-styled Marxism geared to the 21st century and is the basic guideline guiding the whole Party and the entire nation in their effort to realize the development objective and magnificent blueprint in the new era and at the new stage. Comprehensively implementing the "three represents" important thought bears on the overall situation of the work of the Party and State, on the magnificent goal of building a well-off society in an all-round way, on the great rejuvenation of the Chinese nation and on the long-range development of the cause of socialism with Chinese characteristics. We must, from such a high plane, constantly enhance self-consciousness and steadfastness in studying and implementing the "three represents" important thought, firmly establish the guiding position of this thought in all fields of work of the whole Party, and consciously use this thought to guide our own thinking and action and continue to create new glory in this great, unprecedented practice of building socialism with Chinese characteristics.

The essence of the "three represents" important thought is founding the Party for the interests of the public and wielding power for the interests of the people. In studying and implementing the "three represents" important thought, we must take the fundamental interests of the broad masses of the people as the basic starting-point and the end-result. In studying and carrying out this important thought, we must firmly grasp the principle of founding the Party for the Public interests and exercising administration for the interests of the people. This is the most important criterion for judging whether one has really understood the essence of this thought and has really put it into practice. The principle adhered to in founding the Party for public interests and exercising administration for the interests of the people must be carried out in the work of the Party and State formulating and implementing principles and policies, in the ideology and action of leading cadres at various levels and in the work of showing concern for the production and life of the masses. The practice of the fight against severe acute respiratory syndrome (SARS) has once again proved that so long as we conscientiously implement the "three represents" important thought, always put the fundamental interests of the broadest section of people in the first place and earnestly do a good, meticulous and solid work of showing concern for the masses, we can definitely pool a mighty force, overcome all hardships and dangers and continuously push forward reform, opening up and the modernization drive.

Persistently adopting a Marxist attitude toward the study and implementation of the "three represents" important thought, use this thought to guide new practice and strive to continue developing Marxism in practice are the basic requirement for ceaselessly deepening the study and implementation of the "three represents" important thought. At present, a major political task placed before the whole Party and people of the whole country is to fruitfully study and successfully implement the important thought of the "three represents", making sure that new achievements are registered in the two aspects of arming the mind and guiding practice. This requires that we pay attention to the persistent integration of studying theory and guiding practice, the combination of remaking the objective world and remolding the subjective world and the link of the application and development of theory.

A new high tide of studying and implementing the "three represents" important thought is surging up throughout the country. This new upsurge will definitely play a role in effectively guiding and greatly promoting China's socialist modernization drive and Party building, and will surely turn into the surging enthusiasm and tremendous strength of the hundreds of millions of Chinese people in building a well-off society in an all-round way and opening up a new phase in the cause of socialism with Chinese characteristics. Let's rally more closely around the Party Central Committee with Comrade Hu Jintao as the general secretary, emancipate the mind, seek truth from facts, keep pace with the times, engage in exploration and innovation and, under the guidance of the "three represents" important thought and of the spirit of the Party's 16th National Congress, win still greater victory for the magnificent cause of socialism with Chinese characteristics!
