He went to U.S. and studied for a doctorate of financial strategy at Tuck Business School of Dartmouth College in August 2001. Now he has returned to China and been ready for working. After knowing the immediate implementation of the program, he made his resolute decision to abandon his excellent living and working conditions in Shanghai and devote his youth and wisdom to the Western Development in the poor western region, the places, which is in dire need of him.

On June 16, he wrote a letter to National Project Office to express his determination for joining the program to offer service to the west region. In his letter, he mentioned his experience as a volunteer in the doctor group to Xinjiang organized by Youth League Center and the achievement he had gained and the praise given by local leaders. He also said he would be very pleased if he could have the chance to serve the country. According to Dr. Zhou, he, majored in financial engineering, financial management and investment analysis, hopes that he can join the program and would like to obey the arrangement.

On June 17, when learning the program, she immediately got in touch with the related department, expressing her hope to join the program, asking to leave a vacancy for her.
