The Chinese mainland reported four new SARS cases between 10:00 a.m. May 27 and 10:00 a.m. May 28, the lowest number since the government started reporting dailyon April 20.

The figure, which included three new cases in Beijing, also a record low for the capital, represented a continued downward trend of the outbreak in the country.

According to officials from the State Food and Drug Administration, Chinese scientists have made steady progress in developing a vaccine against SARS, and clinical trial is expected to begin by late October.

In Beijing, it is reported that over half of the SARS patients have received treatment that combined both traditional Chinese and Western medicine while the others were treated in Western medicine. The traditional Chinese medicine has proven to be effective in checking fever and alleviating inflammation of the lungs.

No foreign experts in China have been infected by SARS, and most have chosen to stay at their regular place of work, according to sources with the State Administration of Foreign Experts Affairs.

Despite the decline in the number of new SARS cases, the Chinese government and related departments have remained on intensive alert against the disease.

The China National Engineering Research Center for Human Settlement said on Wednesday that the center would issue new construction codes covering courtyards and public areas, plumbing and sewerage, and sound insulation, with a view to preventing the spread of contagious diseases through substandard construction.

The Industrial and Commercial Bank of China (ICBC), the largest commercial bank in China, had provided loans of 7.918 billion yuan(about 954 million US dollars) from April 1 to May 20 to pharmaceutical plants related to SARS control.

The Agricultural Bank of China has also decided to offer loans at low interest rates to enterprises hit by SARS.

In order to attract more passengers, eighteen of the twenty airlines in China have bought SARS insurance for all passengers on their flights.
