China Takes Steps to Ensure SARS Does Not Hinder Construction Plans

China plans to invest 316 billion yuan on road construction this year, and 17 billion yuan on waterway transportation, said the ministry on Friday.
During the first four months of this year, 19 percent of the total investment plan was completed, about 69.2 billion yuan, which was 12.5 percent more than the same period last year.
But the SARS outbreak hindered many projects because of delays in delivery of construction materials and equipment, said the ministry.
The ministry changed procedures for project approval and bidding by using the Internet and modern communication to enable more road and port construction projects to begin as soon as possible.
Local transportation sectors were ordered to keep close watch on all construction projects as the epidemic subsides to ensure they are completed on time.
About 30 road projects in nearly 20 provinces, autonomous regions and municipalities had begun construction bidding by May 19.
Despite the influence of SARS, some new projects, such as the third Yangtze River bridge in Jiangsu Province and other key road projects have undergone evaluation and were due to begin construction soon.
