China's Ministry of Construction issued an emergency circular Tuesday calling on the departments in charge of urban public traffic to adopt necessary measures to maintain regular urban public traffic.

At the time when all are working to prevent the spread of severe acute respiratory syndrome (SARS), any department or individual is not allowed to block urban public traffic without the authorization from provincial governments, the circular said.

Enterprises engaged in urban traffic should not halt or reduce transportation for any reason, said the circular.

It warned that the department or individual who block or halt regular urban public traffic will be subject to serious punishment.

The circular also required related departments to strengthen sanitation. Subway and bus stations should undergo regular disinfection and necessary reconstruction in order to improve their sanitary conditions and ventilation.

Effective approaches should be taken at every subway entrance to prevent SARS infectors from entering the station, stressed the circular.

All transportation vehicles should also be strictly disinfected to relieve passengers from worries when they are riding the vehicle, it was also ordered.
