Shaath reiterated his refusal of US attempts to sideline the Quartet Committee comprising the United States, the United Nations, the European Union and Russia.
"Any attempts to ignore the sides involved with the roadmap will lead to the definite failure of the peace plan," he said.
Meanwhile, chief Palestinian negotiator Saeb Erekat urged the immediate delivery of the roadmap envisioning the creation of an independent Palestinian state by 2005, voicing hope the peace plan could be published in the coming few hours.
US President George W. Bush, who has backed Mahmoud Abbas (Abu Mazen) since his appointment as premier last month, has personally promised to present the peace plan as soon as a new cabinet is formed.
A short while ago, Abu Mazen and his cabinet were sworn in before Arafat.
Palestinian Justice Minister Abdel-Karim Abu-Salah said on Wednesday that Abu Mazen could hold a meeting with his cabinet after swearing in.
On Tuesday, the Palestinian Legislative Council approved Abu Mazen as the first Palestinian prime minister to head his newly-formed cabinet.
Fifty-one lawmakers voted for Abu Mazen and his cabinet, 18 against, with three abstentions.
