Guangzhou to Initiate 30 Construction Projects This Year

This year Guangzhou City will initiate 30 key construction projects to fuel economic growth and enhance comprehensive competitiveness of the city with the total investment of RMB 118.4 billion yuan and 11.5 billion yuan will be invested this year.

This year Guangzhou City will initiate 30 key construction projects involved in the fields as traffic, environment protection, industry, high-tech and education to fuel economic growth and enhance comprehensive competitiveness of the city with the total investment of RMB 118.4 billion yuan and 11.5 billion yuan will be invested this year. At the news conference held by Guangzhou government yesterday, Gan Xin, Director of Guangzhou Commission of Development & Planning, said that half of the funds for such key projects would be loaned from banks and the other half would be come from enterprises and the finance.

Traffic: 12 projects with the investment over RMB 90 billion yuan

According to the instruction, 12 traffic projects are put in the list of key construction projects this year with the total investment of 90.1 RMB billion yuan, accounting for 76 percent of the investment of the key projects, which are expected to enhance Guangzhou's position as the hub of communication in South China and improve the influence of Guangzhou, and thereby promote the development of the whole province, radiate South China and influence Southeast Asia.

The Second Subway Line will be open to traffic in the end of this June; the 37 construction sites of the Third Line will begin construction this year; the special subway line for the university town of Guangzhou will be strived for beginning construction in the early half of this year; the Guangzhou-Foshan sect of the fast railway traffic line among cities in Zhujiang River Delta will be strived to be constructed on the whole line in the end of this year. When such projects are finished, they will form the pattern of "two latitudinal traffic lines and two longitudinal traffic lines" combined with the constructed First Subway Line, basically establish the traffic framework, and effectively improve the traffic conditions of Guangzhou.

Guangzhou New Baiyun International Airport is planned to finish the project of relocation and construction of in the end of this year, which will be the largest, the most advanced and the modernest international airport, as well as the one of China's three hub airports.

The road framework formed mainly by speedways and throughways among cities will be kept construction and improvement. The projects that will be built and be planned to build this year are as follows: the northern extending line of the speedway to the new airport, the expanding line of Guangyuan Donglu Road, the throughway from Luntou to Longshe Island, Xinguang Throughway, the circle speedway in the economic zone in Zhujiang River Delta, and the radiation roads of the inner circle road made up by the throughways of seven directions. These projects will be completely finished prior to the year 2010.

Environment Protection: Next year's treatment rate of living sewage over 70 percent

As introduced, this year Guangzhou will completely promote the construction of four sewage treatment systems, including the Xilang Sewage Treatment System, the second stage of the Liede Sewage Treatment Factory, the third stage of Datansha Sewage Treatment System and the first stage of Li Sewage Treatment Sysetm, and carry out the sewage-damming projects in Chepoyong, Tangxiayong, Shenyong, Zhujiangyong and Wenyong in rivers in Guangzhou City. The entire investment of the four sewage treatment projects (excluding parts of sewage-damming projects) will be RMB 4 billion yuan, and source of the funds will include financial funds and loans from banks. In April 2004, the four sewage treatment systems will built up, and the sewage collection system will be strengthened further more. At that time, the capacity of sewage treatment will reach 152 tons/day; the treatment rate will rise to over 70 percent from today��s 30 percent, and rise to 80 percent in 2005, and to over 90 percent in 2007.

In addition, the environment protection and relocation projects of Li Rubbish Burning Power Plant and Guangzhou Cement Factory will be invested as much as RMB 2.7 yuan, the former will find a new way in treat the living rubbish of Guangzhou without harmfulness, and the latter can improve the living conditions in the old urban area in the west of Guangzhou.

Automobile: the extension project of Honda (Guangzhou) finished next year

This year, Guangzhou will emphasize the whole-auto manufacture of saloon car, investing RMB 5 billion yuan to upgrade, improve and introduce some enterprises manufacturing the spare and accessory parts of cars and foster and strengthen the car industry.

As introduced, 110,000 car of Guangzhou Honda will be planned to manufacture and sell this year, the output and the selling will increase 89.8% compared with that last year; the selling income will be planned to reach RMB 21 billion yuan, a 50 percent increase over last year. The extension project of (Guangzhou) Honda now is going on in accordance with that manufacturing scale of 240,000 cars/year, and the project will be finished in March 2004 according to the plan. The sales of Future (Nissan) and Sunshine series will exceed 60,000, and the output in 2003 will reach 120,000, and that in 2005 will be 150,000. The car manufactured in the export base is fixed on the Hodan��s economical car of 1-1.5 L, and this kind of car will all exported, mainly to European and Asian markets.

High-tech: the output value of this year beyond RMB 100 billion yuan

According to the instruction, this year Guangzhou will invest RMB 1.22 billion yuan to construct the industrial base and information infrastructure and improve the development environment for high-tech. The nation-level software base, Guangzhou Tianhe Software Garden, will be completed in the end of this year, and now the project goes well on; the first and second stages of Guangzhou Science Town also make full of time to accelerate the construction; companies such as Guangzhou Soutec (Group) Technology Co., Ltd., Lite-On Electronic Inc, and Guangzhou International Incubator have been located in the Science Town, and form the economic scale of annual output value of RMB 7 billion yuan. The construction of all the projects has brought new energy to the economic development of Guangzhou City.

After the efforts of many years, Guangzhou High & New Technology Industrial Development Zone has form the pattern of "one zone and multi gardens", seeing rapid development. In this year, the development of the technology industrial zone and gardens will improve the radiation and fueling functions further more, and make positive influence on the economic development and industrial restructure of Guangzhou; the development of high and new technology is tending to steady progress, and the production value of high-tech products is excepted to exceed RMB 100 billion yuan, accounting for more than 22 percent of the industrial gross production value; the contribution rate that scientific progress promotes the economic growth of industry will reach49.7 percent.

Education: RMB 800 million yuan used to promote the construction of 24 pilot senior high schools

According to Gan Xin, Guangzhou will invest RMB 800 million yuan to prioritize the construction of 24 pilot senior high schools this year, realize the distributions of education resources, enhance the education quality and effect of senior high school and meet the education requirement of the people. In the year 2005, after the construction of these pilot senior high schools, the 24 schools will be seized of 1,344 teaching classes and 61,824 students, 879 and 40,434 more than that before the project respectively.
