The US civil administrator for Iraq arrived in Baghdad Monday, after the US-led coalition forces toppled Iraqi President Saddam Hussein.
Retired US general Jay Garner flew into the airport from Kuwait for his first appearance here since US-led forces invaded Iraq on April 9.
As head of the Office of Reconstruction and Humanitarian Assistance (ORHA), Garner and some 400 staff will supervise work from relief deliveries and economic development in the war-torn country.
