Laws and regulations on establishing a rapid response mechanism for public health emergencies and rectifying market economic order have been taken as the priorities of the legislative work of the State Council for 2003.

At an executive meeting chaired by Chinese Premier Wen Jiabao Wednesday in Beijing, the State Council also decided to make the reform of the financial system, state-owned enterprises and the management system of state assets the priorities of its legislative work this year.

The meeting urged various departments of the State Council to attach great importance to the legislative work of the government, saying it is significant to China's overall economic and social development.

The meeting passed a regulation outlining the powers and responsibilities of the newly-formed food and pharmaceutical supervisory body, which will operate under the direct supervision of the State Council.

It also reviewed a set of draft regulations on industrial injury insurance, expected to be promulgated soon.
