Legislation on Article 23 a must in HK: community representatives
The legislation on Article 23 of the Basic law is a must in Hong Kong and the bill should be passed without delay, community representatives said at a Legislative Council meeting Saturday.

A representative of Puning Clansman's Association said the legislation on Article 23 is aimed to safeguard national security and unity and is in conformity with the "one country, two systems"principle. It also fully complies with the human right conventions,he said.
"We believe it will ensure Hong Kong people's human rights, anddemocracy, liberty and well-being of Hong Kong. Therefore, our Association fully supports the bill," he said.
NG Wai-Tat said at the meeting that the mainstream view in HongKong is in support of the legislation, citing that, of the over 100,000 submissions received during the three-month consultation period, 70 percent supported the legislation.
Harvey S. K. Pong said national security is of great importanceand news freedom is not without any limitation in any society. He urged journalists to take into account the interests of the peopleas a whole and bear their social responsibility.
A representative of Hong Kong Federation of Education Workers said, the bill on Article 23 has taken into account the views of the public, including the education sector. "It struck a balance between the human rights and freedom and national security," he said.
He called on the Legislative Council to carefully scrutinize the bill and pass it without delay.
