Pyongyang Accuses US of Abusing UN Meeting
The Democratic People's Republic of Korea (DPRK) accused the United States Sunday of using UN Security Council (UNSC) discussions of its nuclear programme as a "prelude to war" and warned that it would fully mobilize and reinforce its forces.

"The UNSC's handling of the nuclear issue on the peninsula itself is precisely a prelude to war," a DPRK foreign ministry spokesman said in a statement released by Pyongyang's official Korean Central News Agency.
The DPRK will not recognize any resolution to be adopted at a UN Security Council meeting on Wednesday, he said.
He condemned Security Council talks on the North's nuclear programme as "a grave provocative act intended to scuttle all its efforts for dialogue and aggravate the situation on the Korean Peninsula."
"If the UNSC is abused for the US hostile policy to stifle (the North), it will not bear any responsibility for the failure of all the efforts for dialogue and the extremely tense situation, but will have no other option but to beef up the deterrent force for war ...," he said.
Republic of Korea (ROK) Foreign Minister Yoon Young-Kwan said Sunday that the Security Council may seek a presidential statement urging the North to be more positive in ending the standoff.
Seoul is persuading Pyongyang to accept multilateral talks, he said, adding the crisis can be resolved outside the UN.
"If the diplomatic efforts of both Koreas, the United States and other neighbouring countries are realized, I believe it could slow the process of taking measures against the North through the UN," Yoon said.
Washington, which wants the nuclear standoff resolved through a multilateral framework, has rejected Pyongyang's demand for one-on-one talks.
