Japan Unveils 5-point Iraq Rehabilitation Policy

Japanese Foreign Minister Yoriko Kawaguchi on Friday unveiled a five-point basic policy on the postwar reconstruction of Iraq and said she will explain it to her counterparts next week when she visits Europe.

Japanese Foreign Minister Yoriko Kawaguchi on Friday unveiled a five-point basic policy on the postwar reconstruction of Iraq and said she will explain it to her counterparts next week when she visits Europe.

Japan's policy recommends maintaining Iraq's sovereignty and territorial integrity, and establishing a new government to be chosen by the Iraqi people, Kawaguchi was quoted by Kyodo News.

"It is important to establish good governance in Iraq, which should be determined by the Iraqi people," she said.

She also said humanitarian and reconstruction assistance shouldbe promoted with the full involvement of the United Nations.

As for Japan's role, Kawaguchi said Japan will provide assistance in cooperation with nongovernmental organizations and the private sector.

According to Kyodo, Kawaguchi plans to visit Britain, Germany and France from next Wednesday through April 14 for talks on rebuilding Iraq after the war.

In Britain, Kawaguchi will seek to join forces with Britain to urge the United States to respect reconstruction efforts under a U.N. framework, Kyodo said.

Japanese Prime Minister Junichiro Koizumi voiced his hope that understanding what the major European countries think would help Japan work out its assistance measures for Iraq, and vice versa, Kyodo said.

"There are many points where the international community must cooperate on post-conflict Iraq," Koizumi was quoted by the news agency.
