A medical team from the World Health Organization has arrived in southern China for the first international inspection of the region where a mystery flu-like epidemic was first reported.

Meanwhile, a few miles away in Hong Kong, the regional government has toughened enforcement of quarantine rules to curb the disease.

Local authorities were searching for 16 people who failed to report to health officials under a quarantine order.
