Addressing about 20,000 US marines at Camp Lejeune in North Carolina, Bush said: "The days of a brutal regime are coming to an end."
"The course is set. We are on the advance. Our destination is Baghdad, and we will accept nothing less than complete and final victory," he said.
"American forces and our allies are treating innocent (Iraqi) civilians with kindness and showing proper respect to (Iraqi) soldiers who surrender," Bush said.
He also paid tribute to families of all the US soldiers who were killed in the ongoing Iraq war, saying: "This is a time of hardship for many military families... All of America is grateful for your sacrifice."
