Annan Calls on US to Protect Civilians when Attacking Iraq

UN Secretary-General Kofi Annan on Wednesday called on the United States to observe its responsibility for protecting civilians during its imminent war on Iraq.

UN Secretary-General Kofi Annan on Wednesday called on the United States to observe its responsibility for protecting civilians during its imminent war on Iraq.

"Under international law, the responsibility for protecting civilians in conflict falls on the belligerents," he told a high-level Security Council open debate.

"In any area under military occupation, responsibility for the welfare of the population falls on the occupying power," he added.
