Profiles of New CPPCC Leadership

The leadership of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, features more new faces, is more streamlined and represents broader walks of life.

The leadership of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, features more new faces, is more streamlined and represents broader walks of life.

Jia Qinglin, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, was elected chairman of the 10th National Committee of the CPPCC.

The vice-chairpersons are Wang Zhongyu, Liao Hui, Liu Yandong (female), Ngapoi Ngawang Jigme, Ba Jin, Pagbalha Geleg Namgyai, Li Guixian, Zhang Siqing, Ding Guangxun, Henry Ying Tung Fok, Ma Man-kei, Bai Lichen, Luo Haocai, Zhang Kehui, Zhou Tienong, Hao Jianxiu (female), Chen Kuiyuan, Abdul'ahat Abdurixit, Xu Kuangdi, Li Zhaozhuo, Huang Mengfu, Wang Xuan, Zhang Huaixi, and Li Meng.

Zheng Wantong was re-elected secretary-general of the National Committee of the CPPCC.

Of the 24 vice-chairpersons of the 10th National Committee of the CPPCC, 13 or 54.2 percent of the total are new faces. Of the 299 members of the Standing Committee of the top advisory body, 175 or 58.5 percent are newly elected.

The new leadership is younger as the average age of its chairman and vice-chairpersons is down 3.5 years from that in the previous term. The average age of the Standing Committee members is down 2.2 years to 61.9 years old, with the youngest member only 37 years old.

The new leadership represents a wider range of areas, with the members coming from the Communist Party of China (CPC) Central Committee, central and local governments, non-Communist parties, the All-China Federation of Industry and Commerce, and other fields.

The eight non-Communist parties, which participate in and discuss political and government affairs, have 128 members in the Standing Committee of the 10th National Committee of the CPPCC, a figure higher than the previous term, which points to a political structure featuring multi-party cooperation and political consultation under the leadership of the CPC.

Of the 18 ethnic minorities each with a population of more than one million, all have their representatives in the Standing Committee of the 10th National Committee of the CPPCC.

Jia Qinglin

Jia Qinglin, male, 62, Han nationality, a native of Botou, Hebei Province, was born in March 1940. He joined the Communist Party of China (CPC) in December 1959 and began working in October 1962. He graduated from the specialty of electric motor and appliance design and manufacture of the Department of Electric Power of Hebei Engineering College.

Abdulahat Abdurixit

Male, born in March 1942; of the Uygur nationality, native of Yining of the Xinjiang Uygur Autonomous Region; joined the CPC in July 1960; 1965 graduate of the Motor Engineering Department of the Xinjiang Institute of Engineering; holding the professional title of senior engineer.

Technician and engineer at the Construction Survey and Designing Institute of the Xinjiang Uygur Autonomous Region in 1965-1980; vice president of the Construction Survey and Designing Institute of the Xinjiang Uygur Autonomous Region in 1980-1983; deputy director of the Planning Commission of the Xinjiang Uygur Autonomous Region in 1983-1991; vice chairman of the People's Government of the Xinjiang Uygur Autonomous Region in 1991-1993; deputy secretary of the CPC Xinjiang Uygur Autonomous Region Committee and acting chairman of the Xinjiang Uygur Autonomous Region government in 1993-1994; deputy secretary of the CPC Xinjiang Uygur Autonomous Region Committee and chairman of the Xinjiang Uygur Autonomous Region government in 1994-2003; elected chairman of the standing committee of the Xinjiang Uygur Autonomous Regional people's congress in 2003.

Assistant lecturer of the Beijing Institute of Iron and Steel Engineering in 1959-1963; assistant lecturer of the Shanghai Institute of Engineering in 1963-71; assistant lecturer and lecturer at the Shanghai Institute of Mechanical Engineering and Shanghai University of Engineering in 1972-80; deputy dean, dean, associate professor and professor of the Shanghai University of Engineering in 1980-86; executive vice-president of the Shanghai University of Engineering in 1986-89; deputy director of the Shanghai Municipal Higher Education Bureau in 1989-1991; director of the Shanghai Municipal Planning Committee in 1991-92; concurrently deputy mayor of Shanghai in 1992-1994; deputy secretary of the CPC Shanghai Municipal Committee and mayor of Shanghai in 1995-2001; Party Nucleus Group secretary of the Academy of Engineering in 2001-2002; and president and Party Nucleus Group secretary of the Academy of Engineering.

Alternate member of the 14th CPC Central Committee and member of the 15th and 16th CPC Central Committees.

Li Zhaozhuo

Male, born in 1944, native (Zhuang) of Pingguo, Guangxi Zhuang Autonomous Region.

Technician and deputy director of the Hydropower Bureau of Debao County, Guangxi, in 1975-1980; deputy director of the Capital Construction Bureau, and deputy director of the Planning Committee, of Debao County, in 1980-1983; director of Economic Committee in 1983-1984; secretary of the CPC Debao County Committee in 1984-1985; deputy secretary of CPC Baise Prefecture Committee, in 1985-1992; secretary of the CPC Baise Prefecture Committee, and commissioner of the Baise Prefecture in 1992-1993; secretary of the CPC Committee, and chairman of the Standing Committee of the people's congress, of Fangchenggang City, Guangxi,in 1993-1995; secretary of the CPC Nanning City Committee, Guangxi,and deputy secretary of the CPC Guangxi Zhuang Autonomous Regional Committee in 1995-1998; deputy secretary of the CPC Guangxi Zhuang Autonomous Regional Committee and chairman of the Guangxi Zhuang Autonomous Regional government in 1998-present.

Huang Mengfu

Male, born in January 1944, of ethnic Han group, a native of Shanghai, member of China Democratic National Construction Association (CDNCA), and member of the Communist Party of China (CPC), he started to work in Sept. 1967 upon his graduation from the specialty of iron and steel metallurgy from the Beijing Iron and Steel Institute.

A senior engineer and served as vice-mayor of Nanjing city, Jiangsu province.

Studying in the major of iron & metallurgy in the Metallurgy Department in the Beijing Iron and Steel Institute in 1962-1968, working as a worker, section chief at the Nanjing Iron and Steel Plant in Jiangsu province in 1968-1976, a technician, engineer and deputy section chief of Iron Smelting Subplant of the Nanjing Ironand Steel Plant in 1976-1983, and deputy plant director and senior engineer of the Nanjing Iron and Steel Plant in 1988-1992.

Elected vice-mayor of Nanjing city, vice-chairman and chairman of the Jiangsu Provincial Committee of the CDNCA and chairman of the CDNCA Nanjing Municipal Committee in 1992-1997, vice-chairman of the CDNCA, chairman of the Standing Committee Jiangsu Provincial Committee of the National People's Congress (NPC), and chairman of CDNCA Nanjing City Committee in 1998-2001; chairman of All-China Industry and Commerce Federation, and vice-chairman of the Standing Committee of Jiangsu NPC Provincial Committee in 2002-February 2003; and chairman of All-China Industry and Commerce Federation in February 2003 till today.

Wang Xuan

Male, born in 1937, of ethnic Han group, a native of Wuxi city,Jiangsu province.

Starting to work upon his graduation from the Mathematics and Mechanics Dept. of Beijing University in 1958; and later professor and an academician of the Chinese Academy of Sciences (CAS) and of the Chinese Academy of Engineering (CAE).

Studying in the computing mathematics specialty at the Mathematics and Mechanics Dept. of Beijing University in 1954-1958,a teacher of the Mathematics and Mechanics Dept. at Beijing University in 1958-1959, teacher of the Radio Department of Beijing University in 1959-1978, and director of Computer Science and Technology Research Institute (CSTRI), and associate professor and professor of Beijing University in 1978-1995; vice-chairman ofthe Central Committee of Jiu San (September 3) Society, director of CSTRI and chairman of Beijing University's Founder Group Corp. in 1995-1996; vice-chairman of Jiu San (September 3) Society, vice-chairman of the Chinese Science Association and director of the CSTRI and chairman of Beijing University's Founder Group Corp. in 1996-1998.

And vice-chairman of the Education, Science, Culture and Health Committee of the NPC, vice-chairman of the Central Committee of Jiu San Society, vice-chairman of the Chinese Science Association,and director of the CSTRI of Beijing University from 1998 to date..

Zhang Huaixi

Male, born in 1935, a native of Wuxi city, Jiangsu Province.

Starting to work in Nov. 1951 and afterwards studying at the Dept. of History of Communist Party History at the People's University of China in 1957-1961, and working at the Beijing Forestry College as assistant to political science teacher, and joining the China Association for Promoting Democracy (CAPD) in 1987.

Deputy magistrate of Jiangyin County, Jiangsu, in 1984-1987; deputy director of Wuxi City Education Bureau and deputy secretary-general of the Wuxi City Government in 1987-1988; and vice-mayor of Wuxi City in 1988-1993;

Elected vice-governor of Jiangsu Province, vice-chairman and chairman of the Jiangsu Provincial Committee of the China Association for Promoting Democracy (CAPD) in 1993-1997; and a member, a standing Committee member and vice-chairman of the CAPD Central Committee from 1997 till now.

Elected a member of the 8th CPPCC National Committee; a Standing Committee member, and vice-chairman of Education, Science Culture and Health Committee of 9th National People's Congress (NPC) in March 1998.

Li Meng

Male, born in 1937, a native of Boxing county, Shandong province.

Graduated from Department of Electrical Engineering of Qinghua University in 1960; postgraduate of Automation of Qinghua University in 1960-1965.

Designer of Automation Section at Electrical Machinery Institute of Harbin Electrical Machinery Plant, Heilongjiang Province, in 1965-69; and examiner, designer, section chief, division chief, deputy chief engineer, assistant to director and deputy director of Dongfang Electrical Machinery Plant, in 1969-1972.

Assistant to the governor of Sichuan Province in 1992-93; vice-governor of Sichuan Province in 1993-95.

Elected vice-chairman of the Central Committee of Chinese Peasants and Workers Democratic Party (CPWDP) and vice-governor of Sichuan province in 1995-1997 and vice-chairman and executive chairman of the CPWDP Central Committee from 1997 to date.

Member of 9th NPC Standing Committee in 1998, and vice-chairman of the Environment and Resources Protection Committee of the NPC.

Zheng Wantong

Male, born in 1941, a native of Tianjin; joined Communist Partyof China (CPC) in 1960.

Graduated from Chinese Language Department of Tianjin Teachers' College in 1961; a teacher at No. 78 Middle School in Tianjin in 1961-1965.

Head of School Work Department of Communist Youth League of China (CYLA) Hebei District Committee, Tianjin, in 1965-1968; deputy head of Publicity Department of Communist Party of China (CPC) Hebei District Committee of Tianjin in 1970-1978; director of General Office from 1982-1983, and secretary-general, in 1983-1988,of the CPC Tianjin Municipal Committee.
