The Palestinian Legislative Council (PLC) convened on Monday in the West Bank town of Ramallah to cast vote of confidence for prime minister, amend the basic law and may form a new cabinet.

PLC Speaker Ahmed Qurei said 74 PLC members attended the session, and 11 were absent, adding 13 members in Gaza, who were banned from traveling to Ramallah for security reasons, took part in the gathering via video conference system.

PLC member Kamal Sherafi in Gaza announced he and other 12 members would not participate in the session for half an hour in protest of the Israeli ban.

"Despite efforts by the Quartet Committee to allow the members to reach Ramallah, Israel insisted on its ban," Qurei said.

"Israel does not have the right to detain any of PLC members," he said, referring to Marwan Barghouti who was arrested last April.

Earlier in the day, the PLC overwhelmingly voted for creating a new position of prime minister in the basic law of the Palestinian National Authority (PNA).

On Sunday, the Central Council of the Palestine Liberation Organization approved the appointment of Mahmoud Abbas, or Abu Mazen, as prime minister.
