Chinese President Jiang Zemin stressed the necessity of keeping pace with the times, sizing up the situation in all perspectives, seizing the opportunities and going all out for innovations, saying that "this is of decisive importance in the development of the Party and the state."

Joining the delegation of Guangdong Province in discussing the government work report at the ongoing first session of the Tenth National People's Congress (NPC), President Jiang Zemin praised Guangdong for its achievements in economic development and social progress and expressed the hope that Guangdong would take the lead in realizing modernization and perform with flying colors in building the socialist material civilization, political civilization and spiritual civilization and in Party building.

He said that the principle of emancipating the mind, seeking truth from facts and advancing with the times is the fundamental guarantee for the steady development of the country and the Party.

If China is to compete internationally, he said, it is essential to handle its own affairs well and boost its economic strength, national defense capabilities, and the rallying power of the nation.

He called "hard work" an important spiritual kingpin of the Party and the nation, saying that "the arduous tasks of reform and development and the difficulties and challenges ahead all require us to display the spirit of hard work."
