Bear our Fundamental Purpose in Mind: PLA Daily

All members of the Communist Party of China (CPC), especially the officials, should bear in mind the fundamental purpose of serving the people heart and soul.

All members of the Communist Party of China (CPC), especially the officials, should bear in mind the fundamental purpose of serving the people heart and soul.

Serving the people wholeheartedly is the fundamental purpose of both CPC and the People's Liberation Army (PLA) under the leadership of CPC. Never losing contact with the people, always work for the interests of the vast majority of people are not only the three hallmarks that distinguish our Party and our army from other parties and armies in the world, but also essential requirements of the "Three Represents".

Since its birth, all the efforts and sacrifices made by our army are to serve the fundamental interests of the people. History has proved that only by bearing the fundamental purpose in mind can the Party keep close contact with the people, win wide support from the people and the cause of our Party be prosperous and successful. Only by keeping the fundamental purpose in mind can our Army maintain the nature, sterling quality and the fine style of the people's army and remain invincible in the world.

Under the new historical circumstances, whether Party members and officers can bear this purpose in mind and resist the temptation of money and power is a true test for them. It is safe to say that serving the people heart and soul is the goal of most Party members. But at the same time we have to face up to the fact that money worship and hedonism have influenced the minds of a few Party members and officers. As a result, they abuse power for personal benefits, pervert justice for bribes and become decadent and degenerate. The main reason for this is that they have long faded from their memory the fundamental purpose of serving the people heart and soul.

Currently, we are striving to build a well-off society in an all-round way and speed up the process of socialist modernization and construction. Under such circumstances, keeping the fundamental purpose firmly in mind is of great significance. The 16th Party Congress has set a new goal for the development of national defense and the army, demanding the army to realize the mechanization and IT application. This task requires us to bear the fundamental purpose in mind and carry on the fine tradition of arduous struggle so that we can resist the temptation from the outside world and fulfill the tasks the 16th Party Congress entrusted upon us.

Bearing the fundamental purpose in mind requires the establishment of the right viewpoints on power, position and interests. How to use one's power, how to treat one's position and for whose interest we work for are the touchstone to examine whether or not a Party member or an official bears the fundamental purpose in mind. The power is entrusted to us by the people, so we should use it to works for their interests. Otherwise, we do not deserve to be Party members or officers.

We should always regard the interests of the Party and the people as of prime importance, maintain a close relations with the people, refrain from abusing power for personal gains and other corrupt practices and regard the interests of the people as the starting point and the end-result of our work.

For the officers in the army, bearing the fundamental purpose in mind means that they should stick to the thoughts of "grassroots first and soldiers first", further improve their relations with soldiers and serve them wholeheartedly. Soldiers are the foundation of the army. Serving the soldiers means the consolidation and reinforcement of the army's combat capacity. Officials at all levels should highlight and implement the "Three Represents", get rid of bureaucracy, maintain close ties with soldiers and solve problems for them.

The fundamental purpose demands us to improve our capacity to better protect the interests of our country and our people. As the people's army, we should strongly push forward the modernization and standardization of the army so that we can better safeguard the sovereignty of the country and provide a favorable environment for the building of a well-off society in an all-round way.
