Legislative Work of 10th NPC to Have Three Focuses: Spokesman

The legislative work of the 10th National People's Congress (NPC), China's top legislature which is to hold its first annual session here from Wednesday, will focus on three main aspects, a NPC session spokesman said Tuesday.

The legislative work of the 10th National People's Congress (NPC), China's top legislature which is to hold its first annual session here from Wednesday, will focus on three main aspects, a NPC session spokesman said Tuesday.

The 10th NPC will focus on enacting a comprehensive range of laws to safeguard the development of the socialist market economy,promote the all-round social progress, and be compatible with the new situation following China's entry into the World Trade Organization, elaborated Jiang Enzhu at a press conference in the Great Hall of the People in downtown Beijing.

The goal for the NPC legislation is to establish a socialist legal system with Chinese characteristics by the year 2010, he added.

During the five-year term of the Ninth NPC Standing Committee, Jiang said, a socialist legal system with Chinese characteristics has taken initial shape.

This system mainly consists of seven categories of laws, namely the Constitution and relevant laws, the administrative law, civil law, commercial law, social law, economics law, criminal law, and proceeding and non-proceeding laws, he explained.

The Ninth NPC Standing Committee in its tenure has adopted 113 laws and explanations of laws, he said.

Jiang also told the press that if required by the actual needs of social development, the Chinese Constitution would also undergo necessary amendments to make itself more complete.
