2nd Plenary Session of 16th CPC Central Committee Held

The Xinhua News Agency Wednesday published the text of the communique adopted at the three-day Second Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) that ended in Beijing Wednesday.

According to the communique, 191 members and 151 alternate members of the CPC Central Committee attended the plenum, and the relevant leading officials attended as non-voting delegates.

The Political Bureau of the CPC Central Committee presided over the session, at which Party General Secretary Hu Jintao made an important speech.

The plenum deliberated and adopted a list of proposed candidates for leading official positions of government bodies to be recommended to the First Session of the 10th National People's Congress (NPC) and another list of proposed candidates for leading official positions of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) to be recommended at the First Session of the 10th CPPCC National Committee.

The proposed lists were drawn up by the Political Bureau of the CPC Central Committee after extensive solicitation of opinions, and repeated deliberations and consultations inside and outside the CPC.

The plenum decided to recommend the two lists of proposed candidates to the presidiums of the First Session of the 10th NPC and of the First Session of the 10th CPPCC National Committee.

After deliberations, the plenum adopted "the Ideas concerning Conducting In-depth the Reform of Administrative Management and Institutions", and suggested the State Council submit the "Program concerning Institutional Restructuring of the State Council" worked out based on the ideas to the First Session of the 10th NPC for consideration, the communique said.

The plenum held that the convocation of the First Session of the 10th NPC and the First Session of the 10th CPPCC National Committee would be of great significance in adhering to the Deng Xiaoping Theory and the important thought of "Three Represents", implementing the guidelines of the 16th CPC National Congress in a comprehensive way, further arousing the whole party and the people of all ethnic groups in building a well-off society in a comprehensive way and advancing the cause of socialism with Chinese characteristics.

The plenum noted that the People's Congress system was China's fundamental political system, and the system of multi-party cooperation and political consultation under the leadership of the CPC was the country's basic political system, both of which had great significance and must be adhered to and further improved.

The plenum underlined that institutional restructuring constitutes the important contents for the concept of advancing political systematic reform and an objective requirement for establishing and developing a socialist market economy.

It was essential to do a good job with government institutional restructuring. Through the reform, a standard, well-coordinated, fair, transparent, clean and highly-efficient administrative system would take shape, so as to better serve the opening up to the outside world and socialist modernization.

The plenum also held it was the prime political task for the party at present and for a period to come in the future to implement the guidelines of the 16th CPC National Congress.

The plenum called on the whole Party and the people of all ethnic groups across the country to unite still more closely, taking Deng Xiaoping Theory and the important thought of "Three Represents" as the guidance and under the leadership of the Party Central Committee with Comrade Hu Jintao as the general secretary, work hard for the accomplishment of building a well-off society ina comprehensive way and go on opening up the new situation in building the cause of socialism with Chinese characteristics by emancipating their mind, seeking truth facts, keeping pace with the times and carrying forward their hard working spirit.
